Patch Set 1:

I wonder if we can factor in the convergence/progress of the migration as well. E.g. for a case when there's a lot to transfer but no trashing we actually would be able to finish migration with low downtime, but because of the time it takes to transfer the initial amount of data we go through several downtime_steps.

Something like having a threshold like "when between two progress updates the change is >10%, don't change the downtime"
