Only becase I wanted to complain with a DEBUG() call in the tools code,
but not in the python wrapper as in the wrapper we only throw exceptions
on errors, there is no way to bump debug_level anyway, even in test
environment.

But perhaps failing to flush the cache should be just no-op. In the
preferred setup nscd would be off anyway..so it probably makes sense to
move it.
