[SSSD] [PATCH] Add missing SSSDConfig file for IPA for make install

Somehow we had forgotten to ensure that the sssd-ipa.conf file was
installed by 'make install', thus rendering SSSDConfig incapable of
configuring IPA domains.
This patch corrects that omission.
