[SSSD] [PATCH] Ensure that list_active_domains returns the real value

Previously, we were accidentally filtering out domains that were
not configured, so deleted domains might still appear in the
active domain list.

This patch should ensure that this never happens.

This also fixes a bug where renaming a domain that was previously set
active would leave the old name in the active domain list. We also
protect ourselves from bad pre-existing config files that have entries
in the active domains list that aren't in the configured domain list.
