IIRC, I'm the one who likely converted it into a rule. I saw the 
<rationale> tags and figured that it was an actual rule -- not creating 
the top level group for things like disable_zeroconf -- converted it 
into a <rule>, slapped a nist ref on, and moved on. My bad =/
