[PATCH 2/2] moved/merged discussion of some services out of base services into relevant sections

Oddly, the original version is better there, and generic enough to cover
both (possibly with discussion about both Bluetooth and WiFi in the
<description>).

I made the change in a hurry in a quick attempt to indicate that both
should be checked.  Not that we have any automated mechanism to conduct
a check yet (OCIL). Nevertheless, thanks for the careful read -- this
should get fixed in the next round of copy editing for this file.
