[PATCH 0/4] notes toward consensus, additions from RHEL 5 STIG

Thanks -- and a quick note for anyone editing Profiles -- these are easy
to get merge problems, so let's sync if we're planning to edit them.

I am about to submit another batch of changes to the common and
stig-server profiles.
