[PATCH 21/21] Mapped CCI-001147 to network_ssl.

CCI-001147 requires employing FIPS-validated cryptography to protect information when it must be separated from individuals who have the necessary clearances, yet lack the necessary access approvals. This can be accomplished via SSL/TLS.
