[PATCH 20/21] Mapped CCI-001142 to network_ssl.

CCI-001142 requires the OS must produce, control, and distribute asymmetric cryptographic keys using approved PKI Class 3 certificates or prepositioned keying material. The use of SSL/TLS meets this requirement.
