[PATCH 16/21] Mapped CCI-001190 to enable_auditd_service.

CCI-001190 requires the OS to fail to an org-defined known state for org-defined types of failures. In the case of an audit failure the audit system can be configured to set the system to a known state (eg. shutdown, suspend, single user mode).
