[PATCH 09/25] Mapped CCIs 765, 766, 767 and 768 to new_rule_needed.

The reference CCIs refer to multi-factor authentication which is not address on this guide, at the moment. Adding a section about the support and use of CAC cards in RHEL6 would satisfy these requirements.
