How about an annotation processor to create "glue code" and descriptor to convert your code into RHQ plugin?

Note that those are only the annotations package that users need to import to
be able to annotate their sources.
This package must not contain processing code!

You can of course change / augment those annotations. In this case
please make sure to also change the processing in the current 
plugin generator, which lives in helpers/pluginGen and imports/uses
the above annotations (in java and .ftl files)
