minor improvement to welcome message portlet

I think this is a simple but powerful addition. I could see it helping people who are just getting started with RHQ in particular.

WRT to localization can I ask that you add support for it in the short term. I realize that its additional effort on most UI tasks, but its way too easy for these type of things to get dropped if they are not done with the main change. 

My expectation is that every UI change that needs localization has it applied before we claim a change is "done". Note: I'm not saying the feature needs to be internationalized, just built to support translations if they are available. We've previously invested the effort to build out the localization support, lets make sure we use it.
