Alert dampening problem

It sounds like what you are trying is inline with how alert dampening works, but its worth double checking the docs to make sure the intended RHQ feature set matches your expectations:

If it does, then my next suggestion would be to try your simple case (platform resource/memory metric/1min collection/no alert notifications/various dampening rules) on RHQ4.3 and validate whether you see what you expect there. If you don't, then raise a bug: https://bugzilla.redhat.com/enter_bug.cgi?product=RHQ%20Project, and we'll investigate.
