As Don said, could be that your URL is wrong, not pointing to the correct
xmlrpc.cgi path.

That said, the git version has some error reporting fixes in this area that
might pinpoint the problem. If you aren't comfortable with git, you can try
python-bugzilla-0.8.0 and see if it gives a better error message.
