A bit off-topic - the government shouldn't probably be in the business
of standardizing hardware. The intervention is required in the
underpinnings - the software/encoding/layout (or, what is fashionably
called plumbing). Given enough demand the hardware manufacturers will
have to see the business - the heavy usage of Indic languages written
on Latin keyboards is that there is a flourishing business in software
that transliterates, but none see the need to move forward from QWERTY
