The permissions on /etc/gerrit/beaker/secure.config were wrong.

It seems the file got overwritten by Gerrit's upgrade process when
I upgraded to 2.5 (and thus was owned root instead of tomcat). It's
fixed now. We will just have to remember to check that after each Gerrit
upgrade, I guess. The real solution is RPM...

I've also upgraded it to 2.6.1 this morning. Looks like a lot of new
features, some of which might be useful for us, so that is nice.
