[master 2/5] Remove services infrastructure from devices and formats.

When it was added, it was distributed across several files. When blivet was split off from anaconda, some bits of the infrastructure went into blivet, others remained in anaconda. After a while, the bits that had remained in anaconda were eliminated. So, the existing infrastructure is incomplete and to make it useful, some thought and effort would have to be plowed into the problem.

What services have to be started by anaconda is much more of an anaconda decision than a blivet one, and so if the problem ever arises it is likely to be solved in a different way, now that blivet and anaconda are separate packages. This is somewhat true of packages infrastructure as well, but packages is heavily and there is no
point in messing with it beyond the minor bug fix that is also in this patch set.

Even the existing services code is buggy, so if I left it in I'ld have to fix it, too.

Deleting dead code gives me a sense of accomplishment.
