[anaconda 2/3] Move metacity gsettings overrides into anaconda

What about windows launched by Anaconda, such as the yelp help viewer,
connection editor or the keyboard layout viewer ? I think all these need
to have titlebar for the close button, so that there is a
discoverable/visible way of closing them.
