This reminds me - I have a lot of patches in package git right now for
doing really minimal installs.  This is stuff like making %packages --instLangs
work, allowing skipping installing a kernel or bootloader, and the patch
you've cherry-picked here.  I believe all of these are eventually going
to end up getting committed to rhel7-branch.  We just need to get the
bugs sorted out to make it happen.
