I'm not totally sure about this - see my similar bug,
https://bugzilla.redhat.com/show_bug.cgi?id=1173419 . To me it's a bit
odd that installation of a config file for use with yum *post*-install
is tied up with the use of yum *during* the install (in yumpayload.py).
To me it kinda feels like this config file should be installed so long
as yum usage is reasonably common; and has anyone looked at whether
there's an equivalent config for dnf that we should be installing, or
even whether dnf's langpack plugin actually reads yum's config?
