[initial-setup] EULA agreement

Well, the initial-setup is not run by default after kickstart
installations. So the eula kickstart command will be useful only when
used together with the 'firstboot --enable' command or for non-automated
installations with partial kickstart.

Also the spoke will be shown everytime the Initial Setup runs, even if
the 'eula --accepted' command is used in the kickstart. It will just be
marked completed. I believe there's no point in hiding it from users.
