[master] Use systemd-localed's keyboard conf file

This file is read by Gnome in contrast to our own configuration file. Since we
can use systemd-localed to write out configuration with multiple layouts
(although it is a little hack), we don't have to bother about the format of the
file and we can just copy what systemd-localed creates.

This is what the patch does together with cleaning and enhancing
LocaledWrapper's API and features.
