[PATCH] Fix issue where installation hangs in linuxrc.s390. (#949409)

Anaconda was not waiting for all device nodes to be created and the
requisite dasd driver to be loaded. This resulted in device detection
failing when attempting to process the cms conf file.

Patch supplied by Masahiro Matsuya <mmatsuya at redhat.com>.
