[PATCH] Find and resolve keyboard accelerator conflicts

The first commit adds a new test that parses glade files and looks for keyboard
accelerators using the same shortcut key, and the second resolves the problems
that the first found. Most of the resolutions are just marking exceptions for
the check to ignore, since it's not smart enough to allow the same accelerator
in different tabs of a GtkNotebook, for instance, but a few things were
shuffled around.
Only the English strings are checked, mostly because I haven't found a way yet
to read a po/mo file that isn't installed in a LC_MESSAGES directory, and this
raises a couple of questions:
- Do translators do anything as far as changing keyboard accelerator
shortcuts to work better in their language, or do they just pick a letter
closest to the one we picked?
- What would we even do if we found a problem?
