Handle s390x installs better

This is a first attempt to start the conversation on handling s390x installs
where x3270 is involved. x3270 is a super dumb terminal that nobody seems to
know or care about, and tmux doesn't work so great there. So we're going to
ditch the effort to make installs work directly on x3270 and go back to
prompting the user to ssh in to continue the install. To do this, we need to
not run tmux on the tty, instead we need to run anaconda directly there.
If these patches are accepted, I'll send the lorax patch to update the
install user's shell to the run-anaconda script from patch #1
