[PATCH] KEYTABLE is now vconsole.keymap (#859298)

ACK for now, but this is unfortunately a wider problem, that has to be
fixed in a more complex way -- we let user to choose X layout(s) and
then we have to write also the vconsole.keymap which is a different
value. systemd-localed should help with the mapping, but there is still
question how to handle kickstarts. Some additional patches from me
should follow this week.
