"Semi-ACK" to this. As we discussed on IRC on Friday, this causes a
tidal wave of test failures when running with upstream bundler versus
the Fedora-provided gems. All tests are green with system ruby, however.

Since tests are green on the setup most people are using, and since it's
an important feature and the day of code freeze, we decided that we can
push this. However, I'm going to spend a bit of time today looking at
whether I can get tests working everywhere. Either way, I'll push this
this afternoon in advance of code freeze.
