Is your kernel 32-bit. If so there is a known issue someone on xen-devel noticed (though it may be more than just dom0 kernels). There is a patch at https://lkml.org/lkml/2011/7/12/150

its a 64 bit SVM capable,
I have tried xen in a 32 bit machine and this bug happens to me, the machine doesn't boot and keeps rebooting.
I got a new machine, it will arrive tomorrow, I will try xen on it again, if don't work I will have to go with KVM
my plan is to run only linux vms, so I think xen is better for me.
