"More download options" lists 32-bit before 64-bit. Under "Formats", 32-bit is listed as "Most compatible".
Modern systems are sold configured to only boot UEFI OSes by default, which means they won't boot the 32-bit image. "Most compatible" probably isn't true any more, and it should probably require significantly more effort to obtain the 32-bit image than the 64-bit image.

I've attached a patch here (also sent it to the websites list). All I did is change the side download link you mentioned, I haven't taken the liberty to re-order the rest of the download pages to promote 64bit first without some discussion first.

For the other changes you are thinking about, let's hear also the others. Personally I'd like to keep the actual order, I think also this is not related to "which is the default" architecture.

After removing the "most compatible" label we will keep the order of the ISO images like the actual one, which is not more than a numeric order.

I think during transition between BIOS-UEFI, and 32/64 bit, the likelihood of the user getting the wrong image is just going to be higher. I don't know that there's a great way around this. Perhaps this is reduced somewhat by polling the user agent to make an informed assumption, rather than always assuming 64-bit.
