Yes, the Fedora Project uses range-based voting, specifically in elections for governing bodies (Fedora Board, FESCo, FAmSCo), and also for release names, and other types of voting situations.
Range-based voting is documented in the Fedora Elections Guide, here:

Just personal opinion, but I've found range voting requires a lot of education and folks seem to either do it incorrectly or opt out of voting because it confuses them.

Luckily we grew up being taught PR (proportional representation) in school. Close enough to be siblings.
