The new CSS has been deployed and enforced. One thing i've noticed is that there are (i think) some strange borders in some places. The first page have a few, so once you see it you'll understand what i meen.

Regarding the WikiMigration page, i've added a new column on the table. This way you guys can see what's the status of things.

Well, to be honest, I'm not sure it will simplify things. But it's probably
worth the try. For example, instead of having to code wiki tables for everything
(announcements, table of contents, foo) we can put them in templates.

Of course, on the other hand, if we over-do it then things are moving away from
the KISS princile (Keep it simple, stupid!). I'd hope we use them wisely; with a
sparing hand.

If you think it is necessary to create a new theme, OK. There is the option just
to append the `custom.css` after the other CSS's.

We'd want this CSS to be enforced on the production wiki, so enforcing it on the
testing wiki would be great, so that we get it tested as much as possible.
