A few ages back there was a discussion on setting up a gallery for Fedora based on community or fan artwork. http://pygallery.sourceforge.net/ was suggested as one of the Python based solutions. Not sure if there are others we can take a look. It would be good to provide a place for the community to submit, rate etc at http://art.fedoraproject.org. It can provide custom designed and branded wallpapers, themes, sound themes, GDM/KDM login screen themes, Icons and so on.
Neat stuff. I suppose the biggest need is for someone to take over the art.fedoraproject.org project on an ongoing basis.
Seems to me that the pygallery is a gallery generator (ie. generates static files) and is nothing like what is needed (kde-look.org art.gnome.org)
