It is a direct connection (no hub).

I have just tried the same device and cable on a different F21 box and it
worked perfectly.
What can be different between the two F21 boxes to produce these results?
(It is unlikely to be the USB port hardware on the failing box as that port
with the same cable connects perfectly to other USB devices.)
