Is it a drive problem or a primary bootloader problem?
Macs have been able to EFI boot from ISO 9660 and UDF optical media
for quite a while. Certainly by 6 years ago. So the problem is likely
bootloader related.
I'm pretty sure a disc using El Torito extensions is what activates
the CSM-BIOS, but this is almost certainly not what you want.
