On a system without mysql-selinux installed there does exist a selinux module mysql.
[root@f29bk ~]# rpm -q mysql-selinux
package mysql-selinux is not installed
[root@f29bk ~]# semodule -lfull | grep mysql
100 mysql pp
But when you have that package installed
[root@f30-k ~]# rpm -q mysql-selinux
mysql-selinux-1.0.0-8.fc30.noarch
[root@f30-k ~]# semodule -lfull | grep mysql
200 mysql pp
100 mysql pp
So, the install process is simply informing you of the change.
