That desktop file exists on none of my systems
and dnf provides '*gnome.shell.desktop' returns
nothing.
$ rpm -qf /usr/share/applications/org.gnome.Shell.desktop
gnome-shell-3.20.3-3.fc24.x86_64
It looks like 'dnf provides' is case-sensitive; so Shell instead of shell:
# dnf provides '*gnome.Shell.desktop'

I am not sure, but maybe gnome-session should depend on gnome-shell,
given that it doesn't work without gnome-shell installed.
As a no brainer I eliminated all traces of gnome
and gconf under my home directory. Result was
same error.
Any suggestions?
