be best to file a bug on the upstream kernel bugzilla. Narrowing it
down to the last known good kernel would be really helpful though.
Well, that might not be so easy. What shall I report? I have no interesting journalctl
output nor other clues. Reporting to Red Hat bugzilla certainly did not draw any
attention:

I just tried live images of Fedora 31 and Fedora 32.
Fedora 32 live image is bad, both suspend and lock screen crash reliably.
Fedora 31 live image is different. Suspend works and I can wake up, reliably (worked 8 out
of 8 times).
However, lock does not work well. I can unlock after 10 seconds (8 out of 8 times), but I
cannot unlock anymore after 20 seconds (3 out of 3 times).
I will try Fedora 30 next.
