I believe that this is referring to the NVRAM on the motherboard not the boot disk.

I also believe that.  NVRAM on an older machine may have limited space, so if cruft
has accumulated the NVRAM could be full.

I had this happen to one of my machines and the fix was to reset the efivar’s on the motherboard and setup efi boot again.

the UEFI settings are still lost if the CMOS battery fails."    So removing the battery may
free up space.
