You can remove it the same way as any other packages, just make sure you have booted without xen by booting from one of the non-xen boot menu entries beforehand.
dnf remove xen-licenses xen-hypervisor xen-runtime xen should remove most or all of the xen packages. xen-libs may still be required by other packages.
