Yes.
In /etc/group there is a wireshark group. If you wan to run wireshark as a regular user
your name must be added.

Nope, I just don't have that file at all. `whatprovides` does tell me it's
provided by `wireshark`, so I'm going to `reinstall` and see if that fixes it.
Very odd bug, honestly.
I don't know what would have caused it not to be installed. All of my systems are
just fine.
