If you not setted up French keyboard when you installed fedora on anaconda keyboard config as defauld and without elimimating English Keyboard distribution, the tty keyboard layout default will be English, if you want to set French as your default for X11 keyboard and for tty as well may sure you remove English from the list during install on anaconda. Then you will be able to add english if you need without affecting tty default when switching to text based system.

Also I would like to add that English US Keyborad distribution with algr dead keys is named French Algr Dead keys so see if this may casing this. I use English US Keyborad distribution with algr dead keys as my main and unique keyboard, findind it was really really painful because of naming...

All it is posible to fix this from command line, changing the default for tty and X11 without affecting each other set. Google about it on the archlinux wiki where is well described.
