This is unlikely to actually be a kernel issue. It is probably a bug in
another package saved in your initramfs file. You can recreate that
file to see if the problem is fixed now or is still there.
Yes it appeared to be a initramfs-3.3.0-8.fc16.x86_64.img it was originally much smaller than previous kernels
So i "yum reinstall  kernel-3.3.0-8.fc16.x86_64" and this time it created a much larger and working initramfs 
Don't know want cause the initial yum update of the kernel to fail to create a working inittramfs !

I switched to 3.3.0-8 last Friday and it worked on multiple systems with
encrypted disks.
