I have never upgraded from a version that has been EOL'd for a long time .  And I've never
run into this sort of error.

I suppose if I were in your shoes I would try one of these 2.....

1.  Download and install the keys manually.

2.  In the 4th step add the --nogpgcheck option as in "sudo dnf --nogpgcheck
system-upgrade reboot"



Same happened on my laptop. I was on 22. Had to go up one at a time then it was fine (23, 24 then 25).
