Well, not exactly... :)

Since all packages are maintained by volunteers it might be a good idea to explain:

1. What is the package about? A link to upstream for those that want more information?
2. What the value of the package is and/or why you need it in Fedora. 

Even then, us long time packagers have plenty of packages to maintain so you may still find it difficult to get someone to go through the work to package it.

So a better option if you have the skills (or willingness to learn) would be to package it yourself and become a part of the packagers group.

If so, you may want to look at joining the SciTech SIG which would likely be the best home for Computational Fluid Dynamics package (I googled it).
