far as NetworkManager is concerned. Do you get any messages in the
logs when you try to use the link?
The first set of messages seemed to imply that there was a missing
driver module. It's weird that that ppp_generic module would be
unavailable, since it is in the kernel. Are you using a default Fedora
kernel? If you are, that should have it built in, and this would seem
to be a bug. What happens if you try a different kernel (either later
or earlier)? Are you using the latest NetworkManager, since it seems
to be NetworkManager trying to load the ppp_generic module?

If you do a find /lib/modules -iname '*ppp_generic*'
what does it show? Does the module exist somewhere in the heirarchy?
Is it possible NetworkManager is looking in the wrong place? Maybe put
a symbolic link to the module where NetworkManager expects to find it,
if it exists someplace else.
