Unless, of course, you have a potential network connection that isn't
started at boot. For most of us, it's a distinction without a difference,
but there are cases where it may matter.
I just checked, and both of my ports have ONBOOT=yes. But, given this I
agree, as documented this would excluding all interfaces that do not have
ONBOOT=yes set. Still, nm-online proclaims "Mission Accomplished!" before
both of them are actually up.
