Be as skeptical as you want, but it's been true ever since I got
my
first PC in the late '80s, and it wasn't new then.
I'd like to see some proof that it's actually designed to run slow when
the battery goes flat, as opposed that merely being what happens.
It's a bit like claiming a manual transmission car is designed to make
horrible noises when you change gears without the clutch. No, it wasn't
designed to make noises, but that's what happens.
