Looks like a bug which I asked on #fedora-kde before release, it was a
missing dependency on some package (possibly build time, not sure), which
was fixed. Also I saw this with final KDE live image, and installed system,
I use 'updates-testing' repo so I got some updates from there too except
those regular from 'updates' repo, it is fixed here now.

fixes the issue it will be pushed to stable soon,

# dnf --enablerepo updates-testing update kde-settings
should install/update it from 'updates-testing'
