It is not in RHEL 3. I don't know when it disappeared.

I believe the functions of lprng are duplicated by the cups-lpd functions
shipped with FC3 onwards.
Can your applications not use cups-lpd? There are a large number of wrappers
available for almost all printers that linux supports.
